The emerging masterplan proposes a radical transport solution and a strong, vibrant heart that will unite the new and established communities.

The scheme, which is now subject to final public consultation, will deliver a new community that is:

  • Sensitive and respectful of its location on the edge of the historic City of Winchester
  • United by a strong sense of place, drawing on the best qualities of Winchester’s suburbs yet with a distinct and unique character of its own
  • Served by its own local centre, primary school, health and leisure facilities
  • Fully integrated with the existing neighbourhoods of Weeke and Harestock, utilising in particular the proximity of Henry Beaufort Secondary School as a key focal point
  • A highly sustainable development that responds to the environmental challenges of the 21st century and can embrace new technologies as they evolve
  • Well-connected to the city centre and railway station, incorporating new bus services and pedestrian and cycle links, that will benefit from improvements to the Andover Road rail bridge to be undertaken by Network Rail in 2010

Responses to the earlier consultation events have highlighted traffic congestion on Andover Road as a major public concern. The new masterplan proposes a radical approach, re-routing Andover Road into and through Barton Farm. This would allow for the downgrading of Andover Road, limiting its use to an access for existing houses and establishing a pedestrian and cycle friendly green corridor within an attractive linear parkway.

Removing the Andover Road barrier will provide:

  • Better east-west integration of the site with the existing communities of Weeke and Harestock
  • The opportunity to facilitate an expansion or redevelopment of Henry Beaufort School
  • A new road for all through-traffic that is purpose-designed for lower vehicle speeds, where flows can be controlled and congestion minimised
